Public Institutions

Growth and development in Silver County are guided by a set of interconnected public institutions. Below you will find a description of each, along with the respective positions they take in respect to the issues facing the region. Though many claim to be impartial and represent the views of the people in the County, you may discover that they have particular frames that crop out particular voices and viewpoints in the conflict.

  


Planning Departments
: Planning departments are designed to establish and uphold guidelines for growth and development in the region. They are responsible for looking at the "big picture" of development and structuring codes and regulations that correspond to the region's  comprehensive plan. They are the people who create zoning laws and insure that builders and land holders are using their property in ways that are consistent with the way the community as a whole wants to grow. 
  • Vermillion: Subscribes to a "smart growth" or new urbanist paradigm.They believe that growth is best contained through open space purchases and believe that the best way to grow is to plan it carefully and concentrate growth within exiting urban areas.

  • Silver Cliff : Adheres to a more "laissez faire" growth approach that uses a long range target plan for growth, but does not create such strict zoning codes that businesses locate elsewhere. They try to accomodte both landholders and developers who will bring industry into the city.

  • Silver County : Coordinates growth plans for all the County's cities and towns and ensures that each puts forth planning designs that are mutually compatible. 


Local Government:
The elected local government is in charge of representing the citizens of Silver County and making sure their interests are heard and incorporated in to regional decisionmaking.
  • Mayor Jake Millhouse was former president of MH Mining, now he is mayor of Silver Cliff. He is a part-time developer and resides at Trout Lake during the summer.

  • Silver Cliff City Council Martha Moore, president, political rival to Mayor Millhouse

  • Vermillion City Council Abigail Fisher- president

  • Silver County Commissioner Dan Silverton, former mayor of Silver Cliff is current county commissioner


Vermillion University:
The University itself has a large stake in how the region grows because it will effect their ability to attract students and find them employment after they graduate.

 

  • Center for the Study of the Silver Range Region at Vermillion University The Center for the Study of the Silver Range Region is a research organization that focuses on developing and publishing the most current knoweldge and "best practices" in the field of regional ad urban development and try to relay this information to citizens and policy makers so they make the well-informed decisions based on the latest knowledge.

  • Planning Department: Vermillion University : Vermillion University's Planning Department is the "brains" behind the region's policy decisions. Abby Horn is Professor of Regional Planning and is one of the lead advocates of "smart growth" for the region.


Public Interest Organizations:
The regions' public policy organizations are state affiliated departments that are in charge of overseeing particular festures of the growth issue.
  • Forest Service: The Forest Servie is in charge of making all rules and regulations as they pertain to the use of Forest Service lands. They are also responsible to maintaining and preserving a non-hostile habitat for the natural ecosystems existing there while preserving an optimal amount of public use of these lands. The Lead Forest Ranger is Mike Mills.

  • Joint State/Federal Environmental Remediation Authority: This agency is responsible for monitoring the environmental conditions (including air, water, and land) and making sure the region is in acordance with State and Federal requirements. Frank N. Cleare is the local EPA representative.
