Opponents of Smart Plan 

development plan for the region that includes urban growth boundaries around both Vermillion and Silver Cliff and buffering the surrounding mountain region. This approach would focus any new growth in areas contiguous with existing urban infrastructure and zoning. This FuturePlanncludes the downzoning of both planned development areas of Crimson and Mineral to mitigate the effects of any new development on the natural environment and reduce regional problems such as traffic, pollution, wetland encroachment in the mountains. This would prevent the construction of any additional roads or infrastructure between Rt. 128, Vermillion and Silver Cliff, and these towns. Such a plan would allow for more dense residential growth within the urban boundaries of the two cities, and would therefore reduce the environmental impact of building additional roads through sensitive wetland areas.
